I can't reset my fitbit

I removed it from the app and try to set up a device.

Message: enter code, but there is no code on my watch.

If it's saying unlock with phone but you have removed it from the app then you'll need to contact customer support via contact.fitbit.com as the fitbit will need a factory reset and they will need to take you through a complex procedure to do this.
