My ionic was not syncing. After doing everything including removing from bluerooth, reinstalling app and factory resetting watch, I am still not able to set up ionic on the phone app and the watch still says the unable to sync with the X sign( even after I press all 3 buttons, it's oK for a while and goes back to the error)

@Marina_81 It's great to see you in the Fitbit family! Thanks for taking the time to post the situation you are experiencing with Ionic not syncing correctly. Thanks for trying those steps in order to sort this out.
I'd recommend taking a look at this helpful article about syncing and trying the troubleshooting steps shown there. Some of them you already did, but please try them again in the order given in the article for best results. This has helped other users in the past.
