Ionic will not display notifications or vibrate when notified.
i have tried every step and this thing still will not work.

I would like you to confirm you've tried force quitting the app, reset Bluetooth, restart your watch, refresh notifications and set them up again. You can find the instructions here.
Regarding your Ionic not vibrating, try the tips on this article: Why didn't my Fitbit device alert me?
If after performing the troubleshooting posted above, your Ionic is still not vibrating or receiving notifications let me know which mobile device you're using.
