Issue with Ionic refund

As with many others, I seem to be going round in circles with this.

Registered my ionic and deactivated in July. Waited over 6 weeks but no refund. Spoke to refund call centre in UK who were unable to give any answers, they said they could see the request but it had failed for some reason. They told me to register again and call Fitbit to manually verify. Did this in September. Was told by Fitbit on phone that my request had been declined due to mismatching address for PayPal. Was told it had been actioned and should see refund in 2-3 weeks. No sign of refund. Emailed Fitbit. Was asked for registration details and name. Provided both these. Have now been redirected back to UK refund call centre with no further details. Who exactly actions the refunds? Are they automated or is there someone checking them?
