What I've done:
Reset ionic to factory setting.
Reinstall fitbit app.
Allow fitbit app to read notification from android system.
Enable notification setting, setup email app.
Enable notification bar.
Enable receive notification from ionic.
Tried both encryption on and off.
Sync million times.
Please let me know if there's anything else I can try.

The notification test works as it should be.
But I can't receive any other notification from other apps.

@Michael_ShiI don't dare touch mine because all is working....
Have you gone into the App Android Fitbit, Account, Ionic, Notifications, App Notifications and selected Phone and/or any other App needing to send Notifications to the Ionic. I haven't done anything about encryption.. Just kept the installation simple and relied on Android defaults.
