If a factory reset was done the ionic will need to be set up as if it is a new device.
Since this was posted on two unrelated boards. Is the steps not showing up on the ionic? Or do the steps show on the ionic and not the app?

Outside of a new owner may need to create a Fitbit account, if they do not have one, the process is the same.
Since I know of 8-10 thing's to and none require doing a pair with the phone, I was confused.
How long ago does the app say when the last sync happend.

Where you able to setup the tracker after the f'd gory reset?
A successful setup should include a sync, however any data not synced before the factory reset, should be lost.
