Notifications while Ionic is password-protected

When setting up the passwords user should have the ability to create a message like email  or phone number which would display when someone enters the wrong password. This would allow owners to be contacted if they lost or misplaced their watch. Also when watch is locked and user gets a notification, watch should vibrate to let user know that watch is locked and there is a message waiting so he can unlock it. Right now it does nothing and user isn’t aware that it is locked. My Ionic doesn’t even remind me to do my 250 steps when it locks. Please keep me posted on my suggestions.
 Thanks
