I purchased a used Fitbit Ionic with the description that the Fitbit was worn only a couple if times. I received the Fitbit and the touch screen is not working properly. I have asked if the ionic is still under warranty and I have not been given a reply. Is there any way with the serial number to determine if the ionic is still under warranty?

Let's look below where you will see a link to the warranty.
Please read the first paragraph for your answer.
To sum it up, like when purchasing a used car, the buyer is purchasing as is and they should never trust what the seller says about the item.
Now if the tracker is still under the warranty period, you will need to ask the seller, they may decide to submit a warranty claim, but that will require you to send the tracker back to them.
