Hello @Smiley568 and welcome to the Help forums. I just went through this putting a used Ionic on my husband's account. It started with the same firmware as yours.
Fitbit does firmware rollouts progressively. I put the Ionic on his account on 4/23. An Update Tracker notice was on the app the next morning. It updated by three updates. Two days later, he got another notice, but I'm not sure what happened. It went through the steps very quickly and the firmware didn't change. He got another notice two days ago and has the current firmware.
I think you just need to be patient and let the updates roll out. DO NOT, I repeat, DO NOT do a factory reset to force things along.
