If you speak about the current generation of Ionic the answer is never since it lacks the suitable sensor for the purpose.

I have seen many cheaper wrist bands have that feature. It turns out pretty accurate. I would like to see it in the Ionic 2.

The most accurate measurements are made by pressure cuffs. They are big & bulky, even the small ones. However, it is possible that a creative designer could connect a compression ring that works the same way to the next ionic via Bluetooth. The ring could be continually worn and take BP measurements throughout the day to be saved in an upgraded version of the Fitbit app.
