For advice on the syncing issue, I would try restarting your FitBit (hold the three buttons until the FitBit logo comes up and then let go) because that happens to me a lot and usually that is what happens. You can also try restarting your device.
For the time issue, the only suggestion I have is going on the the FitBit website, going to your account, and then changing the time zone to another time zone and then changing it back to your own. Try syncing the FitBit and see what happens.
