ios 13 updates and text syncing

I've updated my iphone to ios 13 and am no longer getting any text notifications.  I've already tried every fix suggested.

1) restart everything

2) unpair and pair

3) log out and back in to apps

4) hold down the left button and turn notifications on and off

This isn't a new problem with 13.  I am constantly turning my watch off an on to get text messages because they just stop syncing.  What's the problem and what do I need to do to fix it?

There is a known bug with notifications under iOS 13 that fitbit are looking into. Keep an eye on the main thread for the problem where fitbit are posting updates and things to try:
