Calorie question

I'm sure this has come up some where here.  Ok, I have my "food plan" setup, and I'm logging my food daily.  My plan says I should operate at 250 less a day to hit my goal.  Now does that mean I should aim for 250 a day less than what fitbit is telling me to log, or am I suppose to add an additional exercise in that would give me that 250 less?   Sorry just curious because I find myself having to have a little more during the day to make sure I hit my calorie budget.

Fitbit deducts the 250 from your calorie burn for your allowance.
