Since I'm not sure what the everything you tried is.
Restart the One?
Restart the Phonr
Shutdown the phone?
Removed the One from the BT settings on the phone?
Made sure the app is up to date?
Deleted app and installed a fresh copy?
Tried syncing through a second device.

i have been spending hours looking for answers and came across one, try this it worked for me. plug your tracker into the charging cable and connect to your computer. hold down the button til you see fitbit 6.0 (or something like that) it took mine at least 30 seconds, i almost gave up. remove the tracker from the charging cable and everything should work.

Held the button down for quite a while and realized it shut off the Fitbit. Held it down again and the Fitbit came on with the version number 6.60. Tried a sync and it worked! Thanks for the tip.

Got it!
1) reset the Fitbit
2 ) logged out of the Fitbit app
3) turned off my phone's Bluetooth
4) restarted the phone
5) turned Bluetooth back on
6) logged back into Fitbit app
7) viola! Sync worked!!
