How do we know which one is correct? Could the SHealth have over counted?
You can manually log a walk or run to add steps using this procedure:

Note though that manually logged steps do not count towards fitbit badges or challenges. How is your competition getting your steps?

Welcome aboard to our Community @zookeeper88. I'm agree with @SteveH regard knowing which one is correct, as one important fact is that both trackers use different technologies. One way I can think to know if your One is accurate, is to do a step accuracy test.
1. Put your One on your hip or torso.
2. Walk 100 steps, making sure to count a step each time one of your feet hits the ground.
3. Pause, then check your tracker to see your step count.
The count should be the same or should not be lower than 95 steps.
