How does fitbit calculate average heart rate during exercise. Is it just the simple average of minimum and maximum, or does it average set interval such as every minute. For example during run often have periods of lower heart rate such as beginning or stop for traffic light, so have periods of much lower hr than typical during activity, or have high spike when fitbit not properly measuring.

Average HR is computed as any other average value - sum of all samples divided by number of samples. The rare spikes won't have much impact on the average HR. Average HR for the whole exercise isn't really meaningful.
