Charge 2 Bluetooth issue

Suddenly today my Charge 2 will not sync--I get the error message that "Bluetooth is turned off". I don't understand how this happens or what to do about it. I don't even know how to turn bluetooth on or off with Charge 2.

Update: when I insert the dongle in USB port on my computer it works fine... so, why do I need the dongle now? I haven't needed it since I upgraded to a new computer with Windows 10 operating system and, of course, that computer still has Windows 10 operating system.
