My charge 2 is one year old. It stopped syncing last September. It appears that I can no longer use a windows 7 desktop and my email account. I've gone through all the trouble shooting advice. The software refuses to start. Why did it work for 9 months and then stop?

The Windows 7 desktop software has not been officially supported for quite a while now. I suspect Fitbit finally pulled the plug on an unsupported device to concentrate resources on newer software.
You can still use the same email address and Fitbit account on other devices. You don't have to set up your Fitbit account all over again.
BTW, Windows 7 is no longer supported by Microsoft either.
