I have a charge 3, the screen is slightly dim but visible, the side button works however the touch screen is unresponsive, i cannot use swipe controls at all. I have tried restarting device as well as changing screen however I have had no luck,
charger works fine and clock is not frozen, does anyone have any suggestions?

I appreciate the feedback and comments. I'd recommend you check you have the latest Fitbit Firmware and OS of your mobile device, then follow these instructions to restart your device.
You can try to change your clock face, if this fixes the issue, you can change it back to the original clock face. If you are using a third-party clock face, please switch to a Fitbit clock face and try the troubleshooting again.
Also check if the Sleep Mode or Do Not Disturb Mode are On in your device.
