As suggested in the support forum, I tried to press the left button for 15 seconds to completely switch OFF the Charger 3 device and then connected power so that I can see the smiley face. But it still remains blank.
Its syncing with the Fitbit app. I tried to change the 'clock face' and it restarted the device when I saved a new clock face but still the screen remains blank. I feel the display has failed. But this problem has come just after 8 months of use. I have lost the investment and will have to purchase another smart watch but now I am thinking of switching to another vendor - Samsung or Huawei or Apple.
It looks like the new Fitbits are not reliable and the quality has deteriorated.
