Charge 3 can't get set up in Fitbit app

I'm trying to set up a new Charge 3.  I pick Set Up A Device, pick Charge 3 from the selection of Fitbits, click on Set up Your Fitbit Charge 3, and it circles back to Set Up A Device.  I've checked that Bluetooth is on, as is location services, checked the privacy settings.  What am I missing?  Some kind of message would be helpful, but the app on my Android just goes in circles.

Looking through the other posts, I came across one siting a similar issue.  That post referenced a list of supported devices, which I think is my issue.  My Android version is v4.xx, and it seems it needs to be at least v7.0.

It's too bad, because I'd really like to use Fitbit.

I didn't write the original question, but this is happening to me too. My phone is the Galaxy S8+. Any suggestions on how to fix this?
