Two days ago, my Charge 3 stopped registering my heart rate. The battery died quickly, so I charged it up. Yesterday the battery drained quickly again, still not registering my heart rate, and getting stuck on the screen wake/ notifications screen.. I charged it again and decided to reboot. That didn't help. I did a long restart. It stuck on the smiley face and was vibrating erratically.. I got it to the steps screen, still no heart rate. Then it kept returning to the screen wake/ notifications screen. I put it on the charger overnight hoping it would somehow repair itself. This morning I have it on the charger and it is continuously vibrating and displaying it's aggravatingly cute smiley face,mocking me. I am at a loss as to what to do next.Any help would be greatly appreciated.

Based on my experience, you might be able to get it working again, but only temporarily. I repeated the reset procedure many times before getting it working and also had to remove and re-pair with the app. When it was rebooted, the heart rate sensor wouldn't start right away and it wouldn't sync, then after...maybe 30 minutes, it would suddenly start working and syncing again...for a few hours. 😒
After one or two bouts of the issue, I realized I also had a the infamous black line problem (dead pixels?). When I wrote to Fitbit support I included a picture of that, which I also did with my first Charge 3. I think black-line syndrome may be the best bet for receiving their offer of a new Charge 3 or 50% off some other device.

I had the same issue start last week. I contacted customer service and they basically told me to shove it. Good luck!
