I travel across 2 hr time zone changes twice per week and this messes up and/or loses both sleep and step counts (and probably others). I usually sync with my PC which stays on one time zone, but I tried syncing with my phone 3 weeks ago and it's been grief ever since. I just forced the app to stop on my phone, will see if that works.

The problem was not the Charge 3 refusing to sync, it was the issues associated with syncing in different time zones.
My solution is to 1)leave the device on one time zone; 2)force the app to stop unless I sync, so -no- don't get to use any "live" features and 3)only sync using the PC or app when it is showing the same time zone as the device.

At this time, I appreciate your confirmation that your Charge 3 syncs well using your PC, so I believe the issue related with your step and sleep data might be caused after traveling to different time zones.
In this case if your Charge 3 refuses to sync with your mobile device, I'd recommend making sure that the Fitbit App is up to date and make sure to follow the steps suggested in this help article: Why won't my Fitbit device sync?
In addition, make sure that the time zone settings in the Fitbit App are correct. For more details, please click here.
