You can't manually set the time, but it should reset itself whenever it syncs to your phone based on the time on that device. Does your fitbit seem to be syncing ok?

The other thing that affects the time is the time zone in your profile. You can check yours at https://www.fitbit.com/settings/profile If you do change it then you'll need to sync again to update your fitbit.

Has it been through the setup process ok but has stopped syncing, or are you trying to set the fitbit up for the first time?

If it has been working ok on your PC then try:

  1. restart the fitbit using this procedure: Help article: How do I restart my tracker?
  2. restart the PC
  3. "forget" the link to the fitbit in the PC's bluetooth settings

Do you have a mobile phone that you could use? Increasingly, Fitbit seem to be moving away from PC support and are focussing on iOS and Android. You'll probably get an easier fix if you were to use the Fitbit app on a phone or tablet.
