Charge 3 horizontal lines on screen and pairing issues

My Charge 3, after charging, started to show white horizontal lines on the display, and after restarting more lines started to appear. Since then, I have not been able to successfully pair to either the desktop or android app. I have followed all troubleshooting tips I could find such as soft and hard resets, factory resets, app uninstalls and reinstalls, and Bluetooth disconnects and reconnects. If there is a troubleshooting technique that I haven't seen yet, could someone let me know?
