Charge 3 is not starting up

Charge 3 not starting up. It only vibrates when plugged in to charger and side button pressed. Have also tried 8 and 15 seconds tricks but yet no success.

Also cannot connect to Mobile App unless charge 3 is up and running.

No green flashy lights on back of charge 3.
