Notifications are visible on the Charge 3 when the screen is swiped down, but there it does not pop up on the display or vibrate to let me know a call or text came through. Vibrate is set to strong and for some reason I only see a "Notifications Open Beta" on my Notification Tab in my Dashboard. I turned that on and all of the items, but it made no change to how my device was operating.

So, going through the community was pointless. I called, they ran me through everything I had done searching the community and ended with "We don't have an update for the iPhone IOS 13.2 or 13.3 and we don't know when it will be fixed".. could have led with that. At any rate, we returned the fitbit to the store. If you're having issues call, it's quicker. (BTW, my husbands Iconic is working fine with his iPhone)

Welcome to the Forums, @Bunnymom900.
Thanks for troubleshooting this notifications issue. Is your tracker notifying you about your alarms, or any other notification? Can you provide me with a screenshot of the message you are seeing? Are you making sure that your phone isn't in silence mode? In the meantime, you can check the article: How do I get notifications from my phone on my Fitbit device?.
I hope to hear from you soon. 🙂

Some how I've messed it up to where I don't get e-mail notifications at all now.

I've tried uninstalling the charge 3 from the fitbit app, then uninstalling the fitbit app from my iPhone. i reinstalled the app and reset up the charge 3 on it. It obviously can connect via bluetooth because it displays the numbers on the phone to sync the device. However when I go to notifications or sync in the iphone app, the wheels keep turning and nothing happens. I do notice that if I go back to the bluetooth settings after this attempt, the charge 3 is disconnected.

I think the change from not receiving notifications to receiving them was when I updated the phone to iOS13.3. I do not see the "Share System Notifications" under the Charge 3 on the bluetooth, only "Forget This Device".

I've been responding on the thread but haven't heard back from you. Perhaps I should have replied directly to your comment. Can you see my additional comments?
