Charge 3 won't allow notifications

I have done all updates, turned phone off and restarted. Cleared cache etc. But when I go into the app, and then notifications, it says you need to restart phone to enable notifications.

And when I try to turn WhatsApp, messages, mail toggle on, it is in shaded grey so not allowing me to do so.
