I got a Fitbit Charge 3 for Christmas and so far it's a very expensive, if non-functional, wristwatch. I can plug it in to the wall or my computer to charge and it gives no indication it's charging, and no matter where I attempt to find this "button" in name only to try and fix it, the device refuses to react. Nor can my phone detect it. Very frustrating!

I understand how are you feeling and appreciate all the efforts in trying to fix this battery issue. If your Charge 3 isn't charging, I recommend taking a look at the help article: Why isn't my Fitbit device's battery charging? and follow the instructions provided there.
