I bought a second hand charge 3 and I factory reset it but I still can't get it to connect to my phone. My phone is on the list of compatible devices. I'm just not sure what I'm doing wrong. I would hate to have to go out and buy a brand new one after just spending the money buying this one. If anyone has any advice it would be greatly appreciated.

I'm sorry to hear that your Charge 3 is not pairing to your mobile device. Thanks for the details provided and for making sure that your phone was included in our list of Supported Devices. 

As my very first approach, I'd recommend taking a look at: Giving or Receiving a Used Fitbit Device? These Simple Steps Will Help You Both Start Fresh.

If after reviewing those articles you're still having difficulties to set up your Charge 3, please follow the troubleshooting steps recommended here: Why can't I set up my Fitbit device?
