Charge 3 won't swipe

I bought my Charge 3 on Jan 11th and received it several days ago. It syncs fine, measures my heart rate, etc, but the swiping will not work.

 

I can swipe up to view my various stats and sometimes I can swipe down to view notifications. I have never been able to swipe left to view my apps. I have restarted my tracker by charging it and holding the button until I see the smile face multiple times.
