Will not sync on phone all the time and also on tablet. Will not sync my sleep.

I am sorry for the delay in response, due to recent events affecting our operations, support options are limited and wait times are longer than usual.

 

If your Charge 3 isn't syncing, I recommend taking a look at the help article: Why won't my Fitbit device sync? and follow the instructions provided there.
