I mainly get my steps on a treadmill. At the end of my workout the treadmill will read ex "1.5 miles", but my watch will only track "1 mile".

When you are on the treadmill, do you have your hands on the railings? This can avoid that some steps are recognized so that your distance is lower as the one shown on the machine.

Please customize your stride length. If you do bigger steps during your run on the treadmill, as the average, it's recommended that you edit the ones assigned. More about this can be read here: Can I change my stride length in my Fitbit account?

Estimation of distance is done via steps multiplied by stride. Since you are running indoor the GPS is of course not in use (kindly confirm you are using GPS off) but stride could have been estimated wrongly by Fitbit.
To check (and eventually correct) the stride open the Fitbit app in your phone, press your avatar on top left, then under settings press "Activity and Wellness", then "Exercise" and finally "Stride Lenght" .
Deactivate "Set automatically" and input your Walking/Running stride Lenghts manually.
After few runs I'm confident you can estimate the right stride, for now my suggestion is to input a value a big higher than what automatically set since your Fitbit is under reporting.
