My GPS activities are not syncing to Strava, since Nov '22. I have tried many steps, including re-linking my account to Strava, re-installing the Fitbit app, and re-pairing my phone to the Charge 4.

I appreciate the information shared. I'd recommend you follow the instructions on How do I connect my Fitbit account with another app?. Also verify you have the latest Fitbit Firmware and OS of your mobile device as well.
Then unpair the device from your Fitbit account and from the bluetooth settings on all devices, and then pair it by following these instructions. Some users find it useful to refresh the performance.
After you perform these steps you can also try to restart your Fitbit device.
