Charge hr is not working

Charge hr is not starting up. It shows full  green light flash while plugging in and the full charge sign only. No other display comes on screen while charging or even after unplugging. The watch doesng work.

I had similar situation this morning.  My broke my old Charge HR couple weeks ago and decided to replace it with the same model.  When I was able to connect the new Fitbit Charge HR tp my phone via Bluetooth, I saw the Fitbit flashing twice when I connect the charge cable.  When I disconnect the Fitbit Charge HR, nothing was working.  Then I realized that the New Fitbit Charge HR wasn't fully charged.  I waited until it was FULLY charged.  Everything is working now.  I hope this will help.
