I'm afraid that's a common problem with any wrist-worn tracker (not just fitbits). They work by detecting movement of your tracker i.e. your wrist, and then working out whether that was the result of a step or just random arm movement. It's not a precise science and it sometimes gets it wrong. Sometimes it gives a few too many; other times it gives too few. You can read what fitbit have to say about it, and what you can do to minimise it, in this help file:

I know it can count a few steps wrong but these times it gave me like 2000- 3000 steps while painting.

If you think the miscount is more than reasonable then it may be defective. You could contact customer support to see if they would be prepared to exchange it under warranty: contact.fitbit.com
