I am unable to update my daily activity goals. I can edit the hourly and weekly goals in the app without issue, but steps/distance/calories burned/etc. revert as soon as I click "Done." I've tried logging out/closing the app/restarting my phone/etc. I'm also unable to edit daily goals from the dashboard—the tile where they should be located has a perpetual loading wheel.

Let's mouse over, or tap the tile. Then tap the edit button.
Or open the fitbit app.
Tap the top left to go to settings.
Tap Daily activity.

Your tile hasn't loaded. You could do it through the app.
It's under your daily activity settings.

I am not asking how to update the goals. The problem is that I am unable to save my changes (app) or edit the goals (dashboard).

What happens when you try to save.
Your first post shows that you don't have the option to edit, let alone save.
I was able to edit and save, through the website using the phone.

The online Fitbit site does not provide the option to edit Daily Activity goals. So I’m stuck with 17K steps as a daily goal when I want to adjust it down to 15K.
