I am having the same problem. Yesterday I bought my first Fitbit ever. I was so excited but now I am so disappointed. I got it to start working out with my friends who also have a Fitbit. I just bought the charge 3 and I have an iPhone X. When I give permission to sync, only old contact are syncing, some people that are no longer in my phone book. And i have over 50 people on my phone book and only 10 are showing up?! So now I am manually trying to find people by their ID name and nothing. One of my friends that I will be working out with, he got me into buying a Fitbit and I don’t even see him on the contact list. I feel like returning this Fitbit. Maybe Fitbit wasn’t for me. I have restarted it. I have uninstalled and reinstalled the app.

Hello @NurseNat_NYC. sorry for the confusion.
Could you please let us know what type of phone or computer your Fitbit app is on?
On android after pressing the plus to find a friend we have the choice to see every contact in your phones contact list. You should be able to choose from there.
Or we can simply send a request using your friends known email.
As for friends with fitbit's this requires your contact list to have the same email that the friend used on fitbit.

I am using a Samsung Galaxy S10. When I added the Fitbit app it showed contacts I had years ago, but have since deleted, and none of my newer contacts.
