I want to pair my Charge 4 with my Android phone so I can get texts to my Fitbit, but I don't know how to make it discoverable.

I've sorted it out. Went into notifications in fitbit app and chose text messages, then got a pairing pop up. Clicked on that and voila! 😊

@Luleebelle , A warm welcome to the Community! Thank you for your message. 

If the Charge 4 is brand new, you'll see on the display to download the Fitbit app. 

Please be aware that all bluetooth connections will be handle by the Fitbit app and not the bluetooth menu on your phone. 

Please restart your Charge 4 and from the app try to setup it as a new device. More about this can be found here: How do I set up my Fitbit device?
