My Charge 4 has not been tracking my steps accurately. This has been happening for several weeks. Today, I was with my roommate, who wears a Fitbit also, and we were together for the entire day. We went the same places except that I went into the grocery store while she waited outside. She ended up with ~3500 more steps. I’ve suspected that my device wasn’t keeping accurate step count, but today was the first day that we were together all day that I realized the huge difference in our step count and can say for sure that we walked roughly the same number of steps. Has this happened to anyone else?

You can always try a restart (not a factory reset). I doubt that will help you, but it never hurts.
Otherwise, find a place, preferably outdoors, where you can walk at least 100 steps in a straight line. Wait to let you tracker come to rest, check step count, count your steps as you walk at least 100 steps, stop, wait a few seconds, check your tracker to see if it reads your beginning count plus the steps you counted.
More than that, there's so much that can go on during a day, it's tough to tell. Different people have different stride lengths. Some spend their spare time petting an animal, brushing their hair with fitbit hand, strumming a guitar, knitting, all of which which Fitbit might interpret as steps.
A better test next time you spend a day with your roommate would be to compare steps more often throughout the day, even every hour, to see if your step counts just gradually diverge, or if you can find some activity where you suddenly diverge by hundreds of steps.
