I have just received a new pebble for my charge 2 as my other one broke, do I have to set this up as a new account or can I link it to my old one. Thank you

Use the same account. Go to 'add a device'. When you select Charge 2, it should ask if this is a replacement - yes; and continue setup. Using same account, data should combine seamlessly with data from previous tracker.
