I have a charge 3, I receive eBay notifications but am unable to receive messenger notifications. I’m do also receive text messages. I have checked all my settings and can not find a issue, has anyone else experienced this issue?

if you go to the charge 3 , then go to the notifications , and then go to the app notifications . you can choose now what you want .
