To answer your first question @Dawg28 yes for the Charge, BTW this is the board for the Blaze, not the Charge, I'll move the post. 

 

The reason it needs to be kept on is because their is no off switch. 

 

Your second question about Bluetooth on the Android Phone is of course not. You don't even need to carry the phone with you at all times. The Charge is very happy with or without the phone connected. 

Just a note, the app only needs Bluetooth durring a sync.
