Why can’t I set up my Fitbit 3

It could be down to several things. Try going through Fitbit's troubleshooting guide for setup problems at https://help.fitbit.com/articles/en_US/Help_article/1872/

What type of device are you using to setup your tracker? 

At what step does the setup process fail? 

Do you get any error messages? 

The more info you can provide, the better chance we can help.

The device I am using to set up my Fitbit 3 is my iPad Pro.  Software version iOS 13.3.1  The stage on set up is when it is updating.  The line is shown on Fitbit face but just won’t update   I have removed the Fitbit and started again. The same problem. The line is shown on Fitbit face but won’t update and finish set up.
