A few days ago I walked 5000 steps (with no exersize) and burned 1700 calories. Today I walked 10000 steps including a small 4km run (and climbing 40 sets of stairs) and my Fitbit charge 2 is showing that I only burned 1300 calories. Why is this?

When you check your calorie burn on your fitbit it shows the calories you have burned today through exercise plus your BMR calories - those you burn just keeping your body alive. Your BMR calories often form the bulk of your calorie burn. They are added throughout the day and night so if you are seeing 1300 calories during the day then you will have less BMR calories included than the calories for a full 24 hours. This might explain some of the seemingly strange data you are seeing.
It's also worth mentioning that fitbit's algorithms don't use a set number of calories per step. Rather, it continuously monitors your steps and heart rate and calculates your calorie burn. So, sometimes it can be hard to understand where the numbers are coming from.

Is there a way to see how many caocalor burned during excercise and steps taken?
There must be a way as my fitness Pal shows excersice calories, and these are sync automatically from the app

You can see what Fitbit is using for your BMR, and subtract that from daily calories to see what is burned from activities. Look at the fitbit.com dashboard (click Dashboard near top right of this page), and look at the wide graph, selecting Calories Burned and Daily to see calories in 15 minute chunks. Look at the lowest calories burned reading, at a time you were lying down or sitting still or in bed overnight to get a close idea of what Fitbit is using for your BMR.

@Pitpit Usually one would burn more calories than steps taken. I cannot guarantee that would be the case for everyone every day.
