Recent change to Android 6.0 requires Location be open to all apps. Totally unacceptable, all apps should not have access to my location. Chat at Fit bit not any help.

As you say, this was a requirement introduced with Android 6 - by Google. Fitbit have no option but to comply if they are to sync over bluetooth. See: Help article: Why is the Fitbit app prompting me to turn on location services?
You may be unhappy about it but you need to be unhappy with google

Steve, I am unable to manually synch my Charge2 as I do not know how to do so! I am not finding any info on how to manually synch either. Other people are mentioning changes to the software requiring location details. I do not have the app on my phone (it is too old to run the stuff it already has on it well!) and I synch on my home laptop and my work desktop. My work desktop was configured in another part of the country so if they get location info it will be a thousand+ miles off. My home laptop for some reason is also not synching. This is since Wednesday of this week. Please guide me to instructions or resolution if you can! Thank-you!

@jschafer the location services discussed in this thread relate to android mobile devices so are not a concern for your laptop or desktop.
