My charge 2 isn't vibrating when receiving text and call I've logged out and back in turned phone off and on and rebooted fitbit

Have you held in the button to make sure that notifications aren't turned off?

I have, notifications are on.

I have reloaded the app, still no texts sent to the fitbit
