I bought fitbit inspire and opened it and I realised there is no heart tracker and then found out that I should have bought the HR can I exchange it? I bought it online.... I haven’t used it at all

Should be returnable, maybe depending on where you bought it.

I agree with @JohnnyRow, you may want to check out the "Warranty And Return" policy that @JohnnyRow provided.  If you didn't buy the device directly from Fitbit, you will also need to check the store's policy from where you bought it.
