I had a Charge 2 and it is no longer around and I have bought an Inspire HR and would like to change my device on my account and can not see to do this. Does anyone have suggestions?

Log into the same account/email to keep all your historic data.

Assuming you are using phone app, tap profile pic at top left to get to 'Account' page.

Look down the screen a bit for 'Set up a Device' and follow the prompts.  Pick Inspire HR; it will say you already have a Charge 2 - is this a replacement? - yes; and proceed as instructed.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
