Unfortunately, with Windows 8 you have to use Fitbit Connect as apps are not supported. The downside with this is that it will not work with the laptop's bluetooth and requires use of Fitbit's bluetooth dongle. This is different from the USB charging cable and doesn't come with recent versions of fitbit including the Inspire.
Your options are to purchase a Fitbit bluetooth dongle from the fitbit online store or, preferably, use a phone or tablet that works with fitbits. The list of supported devices can be found at www.fitbit.com/devices
Setup on a computer is also possible without the dongle but only if it has Windows 10 where the fitbit app can be used.
